Earlier in November the Standing Committee of the 14th National People’s Congress voted to pass the “Energy Law of the People’s Republic of China”. This Energy Law takes a comprehensive approach to establishing a stable and reliable energy security system, prioritising an energy transition while ensuring security. It also promotes market-oriented reforms to create a competitive, transparent, and well-regulated energy market.
A broad base for change
Consisting of nine chapters and 80 articles the law covers energy planning, development, market systems, reserves, emergencies, and technological innovation providing legal frameworks to implement change.
The management teams of energy systems need to consider the play-off between economic development, environmental protection and an energy transition. This must be placed in the context of ensuring energy security, reaching carbon neutrality and reacting to ever-evolving geopolitical situations.
